i2c-dev: Revert most of r6048 and r6052

I don't know what I had in mind but commits r6048:
  i2c-dev: Move SMBus helper functions to include/i2c/smbus.h
and r6052:
  Add header file missed from a previous commit
were way too intrusive for a maintenance branch. Revert most of
them, only keeping the legitimate include fixes.
